is there in colleges in virginia that offer veterans full scholarship?

I have been told that there are some state colleges that offer war time veterans full ride scholarships and that with the 911 Gi-bill you can recieve bah for three years and because of your colleges scholarship the Military is obligated to pay you your tuition in cash monthly accoring to the average rate of a students tuition at the college you attend.
