Are charter school grants a public record?

My daughter attends the afterschool program at a charter school. The director claims we can not pick her up before 6 PM, because the grant states it that way. I think 8 AM to 6PM is a long time for a 7 year old to be at school, if I can pick her up at 5:15 PM, I don't see why we need to be threatened to get kicked out of the program, because we take her out before 6PM.
