Can someone use Chapter 33 of the GI Bill if they already used the 36 months of the pre-9/11 version?

I heard that there is an option where if someone has used the totality of their pre-9/11 GI Bill benefits that they are still eligible to receive benefits for one year under Chapter 33 of the post-9/11 GI Bill.

Is this complete nonsense or was the person who told me this just blowing
