pell grants single mothers education

pell grants single mothers education-Can a single mother with a child age 21 get a Pell grant eventhough her parents make too much money?
My daughter is 21 has a 2 year old and is in her 2nd semester of college. We barely break even but according to the government we make too much money to qualify for a grant and are still responsible for her education, even though we do not claim her on taxes. Does any one know if she would qualify for the Pell on her own. Thanks
